Tech Tip: Political and Election Mail Guidelines

Posted by on 2:54 pm in eBulletin, News & Information | Comments Off on Tech Tip: Political and Election Mail Guidelines

It is that time again. Fall is in the air and here comes the federal, state, and local elections. Do you know the difference between Political and Election Mail? If your client tells you that they want to do a “Franked Mailing” would you know what to do?

According to the Postal Bulletin (PB22443) published in June of this year:

  1. Election Mail is any item mailed to or from authorized election officials that enables citizens to participate in the voting process, such as ballot materials, voter registration cards, absentee applications, and polling place notifications.
  2. Political Mail is any material mailed at First-Class Mail or Standard Mail prices for political campaign purposes by a registered political candidate, a campaign committee (federal, state, or local), or a committee of a political party (Democratic National Committee, Republican Congressional Campaign Committee).
  3. Franked Mail is official mail sent by members and members-elect of Congress, the Vice-President, and other authorized individuals. Mail must relate to the mailer’s official business, activities, and duties. Franked Mail has a written or facsimile signature of an authorized user in the upper right corner of the envelope or a franked label, followed by “M.C.” standing for member of Congress, or “U.S.S.” for U.S. Senate. A Franked Mail label is required for items larger than a flat sized envelope. Franked Mail must not be returned for postage or delivered to the recipient as “postage due.”
PS Form and Piece Details windows

PS Form and Piece Details windows

That’s all well and good, but how do I indicate it in my mailing?

For paper postage statements (PS Form 3602 and PS Form 3600) generated by BCC Mail Manager, click the ‘Change Piece Details’ button on the PS Form window. The Piece Details window is displayed. Using the drop down menu, select either ‘Election Mail’ or ‘Political Mail’.  There is no selection for Franked Mail as it is illegal for a member of Congress or other authorized individuals to use franked mail for political purposes. (US Code Title 39 § 3210).

Both the ‘Mail piece page’ in the Mail.dat Wizard, and the ‘Mailing Details page’ in the eSubmission for Mail.XML Wizard also have ‘Content of Mail’ down menus.

If you have any questions regarding Political or Election mail, please feel free to call Customer Support at 1.800.624.5234.

Beginning October 1, 2016 the U.S. Postal Service® will proceed with planned changes to the Mail Entry Roadmap, which will include postage assessments for poor address quality. The cumulative sum of these mistakes will be invoiced to mail submitters beginning November 1.

“The transition from sampled-based verification to census-based verification is a significant change for the entire mailing industry,” described BCC Software President Chris Lien. “BCC Software recognizes the significant impact these potential post-acceptance assessments will have on mail preparers and mail owners. Analyzing and understanding your mailer scorecard now is an essential defensive position to properly prepare for the mail acceptance changes that will take place soon, as well as a strategic offensive move to leverage best practices in address quality and mail preparation.”

BCC Software Selected by TEC Mailing Solutions to Power Hosted Postal Presort Option

Posted by on 10:40 am in News & Information, Postal Industry News | Comments Off on BCC Software Selected by TEC Mailing Solutions to Power Hosted Postal Presort Option

BCC Software’s flexibility and top-of-line capabilities made it TEC’s first choice when looking to add to its cloud-based full service mailing services offerings.

Rochester, N.Y. – August 16, 2016: Today BCC Software and TEC Mailing Solutions announced a partnership enabling BCC Software’s technology to power TEC’s IMSort™ (www.IMSort.com) cloud-hosted postal presort preparation option.

tec_webA valuable alternative to the USPS Intelligent Mail Small Business (IMsb) tool, with IMSort mailers can count on safe and secure CASS™ and PAVE™ processing though an easy-to-use online portal. Thanks to TEC’s hosted environment, self-service presort is now a reality. With the BCC Software partnership, users can take comfort knowing the technology that powers the solution is supported by the leader in the postal preparation industry.

“Small and entry level mailers have been looking for an affordable online solution that will meet their needs to easily prepare USPS® Full Service Intelligent Mail compliant mailings from a reliable and experienced source,” said Chris Lien, president of BCC Software. “The new IMSort portal from TEC Mailing, powered by best-in-class BCC Software technology, is the ideal solution. BCC Software prides itself in helping mailers of all sizes and now with TEC Mailing’s IMSort we can extend our ‘How Can We Help’ approach to small businesses that need an Intelligent Mail tool.”

BCC Software technology is integration and automation friendly, making it the right choice for TEC Mailing Solutions. BCC Software’s Datavolve product is fully integrated and processes CASS certified address standardization at the fast speeds online users expect. Complete, correct, and current addresses are then handed off to BCC Mail Manager for automated PAVE certified presort qualification.

“IMSort is an extraordinary value. Most quick printers and smaller mailers prefer online so they can avoid monthly updates and produce mailings without a large cash outlay,” explained Brian Euclide, president of TEC Mailing Solutions. “What shouldn’t be lost is the processing power of the BCC Software suite.  It produces a much better work product than lower end software solutions. In an apples-to-apples comparison, IMSort wins hands down thanks to the underlying BCC Software technology.”

Canon Solutions America and BCC Software Announce New Alliance

Posted by on 10:58 am in News & Information, Postal Industry News | Comments Off on Canon Solutions America and BCC Software Announce New Alliance

Strategic Relationship Opens New Efficiencies for Mailers

canon_logoMELVILLE, NY & ROCHESTER, NY – Canon Solutions America, Inc., a wholly owned subsidiary of Canon U.S.A., Inc., announced a strategic alliance with BCC Software, a leading provider of mailing software solutions designed to optimize postage costs and improve data processing workflow efficiency.

Canon Solutions America’s alliance with BCC Software merges the seamless nature of printing hardware and BCC Software’s product and data service offerings. Today’s customers are looking to streamline more complex processes to optimize print revenues. In order to do this, it’s important to look not only at print, but also all the processes both before and after; like mail preparation. Canon Solutions America’s strategic relationship with BCC Software enables customers to purchase their solutions direct from Canon Solutions America, Production Print Systems division with the support of BCC Software representatives throughout the process. This collaborative sale is especially important in inkjet sales.  Driving new applications to the inkjet engines requires an understanding of the postal promotions and regulations for mail and, by putting smart processes in place for the mail stream, companies may recognize enough savings to justify the acquisition of a Canon inkjet press. It becomes a win-win for all parties.

“For our customers and partners, this partnership means a real opportunity to move the needle toward totally streamlined mail processing,” said BCC Software president Chris Lien. “When the hardware and the software speak to one another, that level of optimization sets human capital assets free within a business to focus on customer satisfaction, sales, marketing, and other areas of key importance.”

BCC Mail Manager, BCC Software’s flagship product, enables mailers of all sizes to take advantage of the numerous advances in technology developed by the USPS, especially when used in conjunction with the company’s industry partners’ products and services.

Solutions, like the BCC Mail Manager suite, integrate with Canon’s Océ PRISMAproduction software, which is a high-performance workflow and output management system. The flexible, server-based output management system unites workflow by driving multiple print engines and print language formats across multiple sites, creating a unified platform for mid- to high-volume, high-speed printing. The integrated Workflow Manager option offers a powerful graphical interface for the design of sophisticated production workflows based on business rules. The module can utilize all Océ PRISMAproduction options and includes connectivity to integrate BCC Mail Manager to manage tasks across the whole document output process. The Workflow Module enables automation to be maximized from raw data input up to optimized ready-to-print files.

According to Ed Jansen, Vice President Professional Services, Canon Solutions America, Production Print Solutions, “Canon Solutions America’s strategic relationship with BCC Software further strengthens our consultative approach to providing solutions addressing our customer’s strategic business challenges today and into the future. BCC Software’s postal optimization solutions complement PRISMAproduction’s White Paper Strategy enabling our customers to recognize postal savings that drive new application opportunities and revenue streams onto their inkjet engines. We are very excited about this valued relationship.”

Current Canon Solutions America customers can see BCC Software products firsthand at the thINK Conference October 10-12 at the Waldorf Astoria Boca Raton Resort and Club. BCC Software is a proud Gold level sponsor of the second annual event, held exclusively for Canon Solutions America Production Print customers.

BCC Software’s Integratec API Platform Earns PAVE Certification

Posted by on 8:26 am in News & Information, Postal Industry News | Comments Off on BCC Software’s Integratec API Platform Earns PAVE Certification

Scalable and Secure, Integratec Meets Postal Service’s Top Quality Standard

badges-PAVERochester, NY – June 21, 2016: Today, BCC Software™, a leader in postal preparation and address quality solutions, announced its newest offering, the Integratec™ API Platform, earned PAVE™ product certification from the United States Postal Service®.

The PAVE (Presort Accuracy, Validation, and Evaluation) program, designed in cooperation with the mailing industry, aims to evaluate presort software and determine its accuracy in sorting address files according to Domestic Mail Manuel (DMM®) standards. The Integratec API Platform is the only available PAVE certified API using the secure messaging layer, ZeroMQ™ with the CurveZMQ protocol, enabling Integratec to pass even the most stringent security requirements for mailers in industries like healthcare and finance. Without PAVE certification, mailers cannot access the workshare discounts offers by the USPS®.

“One of the differentiators of Integratec is its security,” said BCC Software President Chris Lien. “Because we are using these security protocols, we’re confident that we’ve launched to the market something that is unlike anything else in terms of security, extensibility, and integration capabilities.”

Integratec_Horizontal-20Integratec is built for modern IT environments. The modularity of the API Toolkit helps mail preparers by allowing them to expand from single machines to multiple machines – allowing additional hardware to be leveraged. Likewise, the scalability allows companies to process more jobs simultaneously.

The Presort Toolkit module of the Integratec API Platform was released Tuesday, June 7. The toolkit handles the presort process beginning to end and can be integrated into new or existing mail preparation workflows. With PAVE certification, BCC Software solidified Integratec’s position as the most robust presort API available.

BCC Software Delivers Mailing Workflow Automation with New Integratec API Platform

Posted by on 1:30 am in News & Information, Postal Industry News | Comments Off on BCC Software Delivers Mailing Workflow Automation with New Integratec API Platform

Presort Capability Released First; Allowing Seamless Integration of Mail Preparation

Integratec_Horizontal-20Rochester, NY – June 7, 2016: Today, BCC Software™, a leader in postal preparation and address quality solutions, released the Integratec™ API Platform. The presort toolkit is immediately available to mail preparers seeking more flexibility in how they manage their workflow with an eye towards improving productivity.

“We are in-tune with the pulse of our industry thanks to terrific working relationships with our thousands of customers and active participation in industry associations and collaborative venues like the Mailers Technical Advisory Committee (MTAC). The call for additional workflow optimization opportunities has been loud and clear for some time now,” shared Chris Lien, President of BCC Software. “As mailers continue to evolve their operations to meet customer demands and rapidly changing United States Postal Service (USPS) requirements, they are looking for tighter integration of our technology into their overall solution. Integratec provides the opportunity for any mailer to leverage the benefits of an API from an experienced and trusted solution provider.”

Any mailing operation views workflow optimization a new essential component. By releasing the presort toolkit first, BCC Software enables automation of the most critical part of the workshare discount qualification process. This includes the ability to order records for presort, qualify mail into appropriate categories, and produce USPS electronic documentation and labels.

Paul Naylor, CFO of Salt Lake Mailing & Printing has been beta testing the product. “I was pleased to get my hands on Integratec as an early beta user. I have been using BCC Software technology as a critical component of my operation for 20 years. Integratec lives up to BCC Software’s reputation for flexible, high quality solutions backed by outstanding support. I’ve already seen the potential for impressive time savings in my operation and am looking forward to fully realizing all the benefits of the Integratec platform.”

The Integratec API Platform is built on a modular and scalable architecture that allows software to be installed locally or distributed among any number of machines spread across a network. This unique setup allows users to increase performance by fine-tuning the number of workers available to the client API making requests. Communication between modules is handled by a central broker, which enables a single client API to make requests of any module. For example, properties for a presort request can contain presort information such as mail class and piece type.

Request parameters are formatted as JSON, and validated via json-schema. Performance is further boosted by asynchronous requests, allowing the process to perform more tasks while waiting for a return from the initial request. By implementing ZeroMQ™ messaging with the CurveZMQ protocol, the API is able to pass even the most stringent security requirements for mailers in industries like healthcare and finance.

The TrayMate 4 is directly integrated into BCC Mail Manager and produces over 250 tags per minute.

Rochester, NY – February 2, 2016: Today BCC Software™, a leader in postal preparation and address quality solutions, released the TrayMate 4™ thermal tag stock printer. Based on the popular TrayMate 3™, this new version boasts increased speeds and adds an Ethernet port to the available connections. It remains fully integrated with BCC Mail Manager™, making it the only tray and sack label printer to support tag generation during the presort process without manual intervention.

“We developed the TrayMate 4 to meet the demands of our thousands of BCC Mail Manager customers,” commented Mitch Carpenter, Senior Product Manager at BCC Software. “Our users rely on the integration of this printer with the rest of their United States Postal Service® mailing preparation workflow to keep their operation running efficiently. Tags that come out without a separate step, in the right order, with correct information provide both peace of mind and substantial time savings on every job.”

The TrayMate 4, exclusive from BCC Software, is up to twice as fast as its predecessor; boasting speeds of 265 tags per minute. As a thermal printer, there is no need to replace ribbons or ink cartridges that are costly and slow down production. Existing features like an auto-aligning tag feeder and easy print head access remain, while increased speed and a standard Ethernet connection have been added to address the demands of today’s mail preparations needs.

Producing mailings that arrive on time and budget require high quality, integrated solutions like the TrayMate 4. BCC Software offers the TrayMate 4 as the only printer that communicates directly with a USPS® CASS™, MAC, and PAVE™ certified solution. This assures correct tags are automatically printed for prepared mail sacks and trays across any class of mail supported by BCC Mail Manager, including First-Class™, Periodical, and Standard Mail®. This fits in with BCC Software’s end-to-end preparation offerings, which also include fully integrated data marketing services, advanced preparation capabilities, and Intelligent Mail® barcode mailpiece tracking.

For a limited time, new customers purchasing a TrayMate 4 are eligible for a discount on their initial license of BCC Mail Manager. Details on this offer are available by emailing marketing@bccsoftware.com or calling 800.377.0442.
