He also will be joined by Mike Zink of Canon Solutions America on Tuesday, May 23, 2017, at 2:45 p.m. ET for a joint-workshop titled “Is There a Million Dollars on Your Shop Floor?” This is the first presentation at NPF for Canon Solutions America.

Lien will then join David Steinhardt, President and CEO of Idealliance, and Rose Flanagan, Manager of Postal Strategies & Logistics, Data-Mail & Co-Chair, Idealliance Postal Operations and Technologies Council for a panel discussion titled “Partnering and Collaborating: Building Best Practices in the Mail Supply Chain.” This session will be held in the Idealliance Solutions Theater on Tuesday, May 23, 2017, at 10:30 a.m. ET and again on Wednesday, May 24, 2017, at 10 a.m. ET.

Lien has been active in the mailing industry for 25 years and is a recognized industry expert speaking at such events as NPF, local Postal Customer Councils, and many Area Industry Focus Group meetings. He regularly participates in numerous industry associations such as the Association for Postal Commerce, Alliance of Nonprofit Mailers, Idealliance, and the Postmaster General’s Mailers Technical Advisory Committee where he currently serves as the elected Immediate Past Industry Chair. In 2016, Lien received the Donald A. Mumma Award – the highest award of distinction that Idealliance presents in the mail preparation and processing arena.

Today, as the Sales Director, he helps companies take advantage of Work Share programs with the USPS. He has been a member of several industry associations and an active board member of the greater Dallas PCC and Fort Worth PCC since 1998. He is currently the Industry Co-Chair for the Fort Worth PCC.
  • Michelle Brown: With 25 years’ experience within the postal industry, Brown is an expert in sophisticated mailing and shipping strategies. She serves as the Director of Fulfillment for Xpressdocs, a direct marketing solutions provider, overseeing the shipping, mailing, and data services department. Brown has served on the Fort Worth PCC board since 2012. She was awarded the 15th annual Ruthie Award in September 2016 in recognition of her mail-related achievements and innovations.

It is that time again. Fall is in the air and here comes the federal, state, and local elections. Do you know the difference between Political and Election Mail? If your client tells you that they want to do a “Franked Mailing” would you know what to do?

According to the Postal Bulletin (PB22443) published in June of this year:

  1. Election Mail is any item mailed to or from authorized election officials that enables citizens to participate in the voting process, such as ballot materials, voter registration cards, absentee applications, and polling place notifications.
  2. Political Mail is any material mailed at First-Class Mail or Standard Mail prices for political campaign purposes by a registered political candidate, a campaign committee (federal, state, or local), or a committee of a political party (Democratic National Committee, Republican Congressional Campaign Committee).
  3. Franked Mail is official mail sent by members and members-elect of Congress, the Vice-President, and other authorized individuals. Mail must relate to the mailer’s official business, activities, and duties. Franked Mail has a written or facsimile signature of an authorized user in the upper right corner of the envelope or a franked label, followed by “M.C.” standing for member of Congress, or “U.S.S.” for U.S. Senate. A Franked Mail label is required for items larger than a flat sized envelope. Franked Mail must not be returned for postage or delivered to the recipient as “postage due.”

For paper postage statements (PS Form 3602 and PS Form 3600) generated by BCC Mail Manager, click the ‘Change Piece Details’ button on the PS Form window. The Piece Details window is displayed. Using the drop down menu, select either ‘Election Mail’ or ‘Political Mail’.  There is no selection for Franked Mail as it is illegal for a member of Congress or other authorized individuals to use franked mail for political purposes. (US Code Title 39 § 3210).

Both the ‘Mail piece page’ in the Mail.dat Wizard, and the ‘Mailing Details page’ in the eSubmission for Mail.XML Wizard also have ‘Content of Mail’ down menus.
