STOP Act Passes Senate

September 28, 2018

On September 17, the Senate passed the STOP (Synthetics Trafficking & Overdose Prevention) Act on a 99-1 vote. The bill is an effort to stop dangerous synthetic drugs like fentanyl from entering the United States. Under the bill, the Postal Service™ will be required to collect Advanced Electronic Data (AED) like other commercial carriers FedEx and UPS already do.

Under the bill, the Postal Service is to provide advance information on at least 70% of inbound international mail shipments by the end of this year and 100% by the end of 2020 or face civil penalties beginning in 2021. Currently, the Postal Service is collecting information on approximately 40 percent of international packages.

In June, the House passed a similar bill and it is now expected that the President will sign the bill into law.
