A: Likely a Novel would not meet eligibility requirements under the rule in 9.1.f Not contain books or other non-eligible matter. Such items may be mailed using another eligible service ( i.e., Media Mail, Library Mail, Ground Advantage, etc.).

Eligibility requirements for Heavy Printed Matter are as follows

a. Meet the basic standards for USPS Marketing Mail in 0 and 3.0 and, for Nonprofit USPS Marketing Mail, the additional standards in 703.1.0.

c. Weigh no more than 15

d. Exceed the standards of a flat by either weight or 3/4 ″

e. Meet the standards in 10.0 if prepared as a catalog.

f. Not contain books or other non-eligible Such items may be mailed using another eligible service ( i.e., Media Mail, Library Mail, Ground Advantage, etc.).

g. Meet a volume of at least 200 pieces or 50 pounds of pieces per mailing (except Heavy Printed Matter nonpresorted, non-discounted mailings).

h. Be marked under the corresponding standards in 3.5.1 to show the class of service and/or price paid.

i. Bear an Intelligent Mail package barcode (IMpb) and an Intelligent Mail matrix barcode (IMmb) as outlined in 2.0 and Publication 199, Intelligent Mail Package Barcode (IMpb)

Q: How will low volume tubs mixed with sacks when doing forced saturation with the new 50 piece minimum work?

A: To be eligible for a specific rate (e.g. 5dg, 3dg) for sorting in standard flats in tubs for NON-Carrier Route Mail, a 50 piece minimum OR FULL tray would be required.

Requirements have not changed for Carrier Route (saturation rate) mail.

A: At this time there is no grace period that has been communicated.

A: At this time we assume the USPS will remain with what they have done in the most recent rate case scenarios. Mailings would have to be finalized/verified and paid for prior to July 12th, but can be inducted into the mail stream after for current prices (typically they have to be completed dropping within aprox. 2 weeks). For new prices/sortations they may be presented and paid for prior to (typically 2 weeks before) but not inducted/dropped until after July 12th. We expect the USPS to release an Industry Alert with the finalized details likely in early June – usually with a subject line of “INFORMATIONAL- Update – Plant-

Verified Drop Shipment Updates”.

Example of what might be expected if we take from what was sent in the past:

In conjunction with the price change occurring on July 12, 202c, Plant-Verified Drop Shipment (PVDS) mailings will be verified and accepted as follows:

Current Prices— PVDS mailings verified and paid for on or before July 12, 202c, using the current prices will be accepted at destination entry postal facilities through Monday, July 2c, 202c, when presented using eInduction® or eVS® processes or with appropriate

verification and payment documentation (PS Form 8125 or PS Form 8017).

New Prices — PVDS mailings may be verified and paid for beginning June 28, 202c, using the new prices, provided the shipments, when presented using eInduction® or eVS®, USPS Ship or with appropriate verification and payment documentation (PS Form 8125 or PS Form 8017), are not deposited at destination entry postal facilities before July 12, 202c.

Mailers must enter a Mail Arrival Date on all documentation that is on or after January 12, 202c.

Q: When does BCC anticipate having the BCC MM ready for users with the July rate increase?

A: We are unable to provide exact timelines as development is still in progress, but are working hard to release all products as early as possible, prior to rate case.

A: There is a feature request for Mail Manager to toggle by date. This is tracked under MM-16704. We do not have an ETA on when Mail Manager will support this.

P: Brownell, Robert D  

A: There is no 3-digit sortation in FCM letters. The ADC sortation level will be replaced with an SCF sortation level. This level will get a 3-digit rate. In general, the CIN for these removed A/ADC sortation levels will stay the same but the human readable text will change from A/ADC to SCF. For example: AADC Trays for FCM Letters – Automation is currently 245 FCM LTR AADC BC. In July, this will change to SCF Trays with a CIN of 245 FCM LTR SCF BC.

A: This is not something we’re aware of.

A: We’re not aware of specifically why the USPS has sent the rate signals at certain rate levels compared to others.

A; Yes this is being recorded and will be shared with everyone. Yes Presort Linux version will be made available. We are unable to provide exact timelines as development is still in progress, but are working hard to release all products as early as possible, prior to rate case.

A: BCC Presort will handle sorting over and under 20oz flat pieces in regular schemes along assuming all sort levels are turned on (ie: carrier route, automation, non automation).

However, over 20oz can only sort to carrier route levels. If you were to have packages on pallets scheme, anything over 20oz that does not sort to a carrier route level would fall out of the scheme and potentially out of the job and not sort unless another scheme/entry point were present to sort to at a carrier route level.

Other schemes to consider: STD, CART Sacks on Pallets or Presort Scheme: STD, CART Flats in Sacks. Keeping in mind that certain entry points may be required such as DDU’s with these types of sacked schemes.

It may be more difficult when doing an auto-dimension job to diagnose pieces that do not sort because of weight being over 20 oz. Keeping this rule in mind when having mixed weights especially over 20oz will be very important.

A: In the example during the webinar the example listed flats which does currently include 3 digit and ADC. ADC will be replaced with SCF and receive a 3dg rate.

For Marketing Mail Letters there is currently no 3dg automation sortation or rate, however that will change. A/ADC will be removed and SCF sortation and 3dg rates will replace A/ADC.

A: The USPS has tried to align the labeling lists and much of the ADC should be aligned to SCF sortations however there likely will be some that will not completely align in some areas. It is expected that most of what was going ADC should go to an SCF level and get a 3dg rate.
